ARTICLE 11: COMPOSITION OF PARTY ORGANS

The Party Organs highlighted in Article 10 shall be composed of members as follows:

11.1 National Congress

There shall be a National Congress of the Party in every two years which shall be convened by the Party Leader and Chairperson. The National Congress shall be the highest decision making body of the Party and its membership shall be as follows:

i. All members of the National Executive Board.

ii. All members of the National Executive Committee.

iii. All members of the Regional Executive Committee.

iv. All members of the Constituency Executive Committee.

v. All members of the Women Wing Executive.

vi. All members of the Youth Wing Executive.

vii. All GDC National Assembly Members.

viii. All GDC Mayors and Governors.

ix. All members of the Special, Standing and Ad-hoc Committees.

x. Five people from each constituency chosen by the Constituency/Ward Executives.

11.2 National Executive Board

The membership of the National Executive Board shall be as follows:

i. Party leader and Chairperson

ii. Two Deputy Chairpersons.

iii. Senior Adviser to the Party Leader

iv. Secretary General.

v. All current and past Presidents and Vice Presidents of the Republic of The Gambia elected/nominated to office on a GDC ticket.

vi. Head of GDC National Assembly Parliamentarians.

vii. Not more than ten (10) other members chosen by the Party Leader base on expertise, political influence, service and support to the Party.

11.3 National Executive Committee

The membership of the National Executive Committee shall be as follows:

i. All members of the National Executive Board.

ii. Secretary General and Deputy Secretary General.

iii. Senior Adviser to the Party Leader

iv. All Regional Desk Officers.

v. Legal adviser.

vi. Treasurer and deputy. vii. National mobiliser and deputy.

viii. Propaganda Secretary and deputy.

ix. Press Secretary and deputy.

x. Logistics/Welfare manager and deputy.

xi. Auditor General and deputy.

xii. National Women mobiliser and deputy.

xiii. National Youth mobiliser and deputy.

xiv. Head of the Council of Elders and deputy.

xv. All GDC parliamentarians.

xvi. All the heads and deputies of the following committees:

a. Foreign Affairs Committee.
b. Communication, Information and Technology Committee.
c. Advisory Committee.
d. Research, Strategy and Policy Committee.
e. Disciplinary Committee.
f. Finance Committee.
g. Arts and Culture Committee
h. Campaign Committee
i. Tourism and Environment Committee
j. Trade Committee
k. Agricultural Committee
l. Special (Deferentially Able) Committee

xvii. Five (5) individuals chosen by the Party Leader.

11.4 National Women Wing

The National Women’s Wing shall be composed of at least five (5) members. This number can be adjusted as and when deemed necessary by the National Executive Committee. The Women Wing shall be headed by the National Women Mobiliser and a Deputy Women Mobiliser.

11.5 National Youth Wing

The National Youth Wing shall be composed of at least five (5) members. This number can be adjusted as and when deemed necessary by the National Executive Committee. The Youth Wing shall be headed by the National Youth Mobiliser and a Deputy National Youth Mobiliser.

11.6 National Council of Elders

i. There shall be a National Council of Elders which shall be composed of a Chairperson, Deputy Chairperson, Secretary and any other portfolio as may be decided upon by the National Executive Committee.

ii. There shall also be established Regional Councils of Elders one third of whose membership shall be women. A person shall be eligible for appointment to the Regional Council of Elders upon distinguished and proven service to the Party.

11.7 Regional Committees

The membership of the Regional Committees shall be as follows:

i. Regional Chairperson who shall also be an ex-officious member of the National Executive Committee.

ii. Regional Secretary.

iii. Assistant Secretary.

iv. Women Mobiliser.

v. Assistant Women Mobiliser.

vi. Youth Mobiliser.

vii. Assistant Youth Mobiliser.

viii. Organiser and Deputy.

ix. Treasurer and Deputy.

x. GDC Parliamentarians of the Region.

xi. GDC Parliamentary Candidates.

xii. Local Councillor and Candidates.

xiii. Two members as the Council of Elders.

11.8 Constituency Committees

The membership of the Constituency Committees shall be as follows:

i. Chairperson

ii. Deputy Chairperson

iii. Member of Parliament or candidate

iv. Women Mobiliser and deputy
v. Youth Mobiliser and deputy

vi. Treasurer and deputy

vii. Secretary and deputy

viii. Organiser and deputy

ix. Two representatives from the Council of Elders

x. Constituency Parent/Adviser (prominent citizen and supporter)

11.9 Ward Committees

The membership of the Ward Committees shall be as follows:

i. Chairperson

ii. Deputy Chairperson

iii. Member of Parliament or candidate

iv. Women Mobiliser and deputy

v. Youth Mobiliser and deputy

vi. Treasurer and deputy

vii. Secretary and deputy

viii. Organiser and deputy

ix. Two elder council representatives

x. Ward Parent/Adviser (prominent citizen and supporter)

11.10 Village/Polling Units Focal Persons/Polling Agents

Every Village/Polling Unit shall have focal persons and/or polling agents drawn from that area.

11.11 Gambians in the Diaspora/International Chapters

A GDC Committee of Gambians in the Diaspora shall be established and composed of Gambians living abroad who subscribes to the ideals, values, aims and objectives of the party. The Committee shall have propaganda and international relations agents who shall propagate the party internationally as well as mobilise and coordinate the human and material support for the party. Every country (State in the USA and Province in Canada)) with at least 15 Gambian supporters of the Party are encouraged to form a GDC Chapter of that State and/or country (for instance GDC Chapter – Spain, GDC Chapter – New York).
