ARTICLE 12: ROLES AND RESPONSIBILITIES OF PARTY ORGANS

12.1 National Congress

The National Congress shall:

i. Elect the National Executive Committee

ii. Elect National Officials of the Party

iii. Elect the heads of the Special and Standing Committees

iv. Evaluate the political successes and failures of the Party in order to improve performance

v. Approve/adopt Party programmes, policies, documents and other agenda.

vi. Chart the way forward for the Party for the coming two years

12.2 National Executive Board

The National Executive Board shall:

i. Meet every 3 months or earlier at the discretion of the Party Leader.

ii. Make major decisions about the Party between National Congresses.

iii. Lobby for party funding from local and international organisations and foreign governments.

iv. Advice the Party Leader on key national and international events with the view to generate accurate and timely response.

v. Advice the National Executive Committee on the smooth and efficient running of the party activities.

12.3 National Executive Committee

The National Executive Committee shall:

i. Implement the policies and programs formulated and adopted at the National Congress.

ii. Design and supervise the establishment of the executive committee structures at the regional, constituency and wards levels.

iii. Prepare the party manifesto as well other policies and statutory documents such as codes of conduct, bye-laws, standing orders, rules of procedures and others for endorsement by the National Congress.

iv. Recommend potential candidates for National Assembly, Municipal, Local Council and other National elections for endorsement by the National Congress or National Executive Board.

v. Establish the National and Regional Secretariats of the Party as well as recommend the appointment of the administrative staff.

vi. Assist the Regional, Constituency and Ward Executive Committees during nomination of National Assembly, Municipal and Local Area Council candidates as well as in the conduct of elections for executive committees.

vii. Team up with the administrative staff of the Secretariat for the preparation of the operational budget of the party for review and endorsement at National Congresses or other meetings.

viii. Recommend the appointment of members of the disciplinary and arbitration committee who shall be responsible for ensuring discipline and resolving conflicts that may occur within the Party.

ix. Ensure the judicious use of the resources of the Party as well as conducting regular audit exercises according to the general accounting principles.

x. Team up with the administrative staff of the Secretariat for the preparation of activities for the Party.

xi. Recommend the establishment of international branches, as well as partnership with organisations, associations and agencies both nationally and internationally.

xii. Organise and implementing electoral campaign strategies and programs in consultation with Regional, Constituency and Ward Executive Committees.

xiii. Ensure that the constitution is upheld as the statutory document of the Party.

xiv. Identify potential political heavy weight and lead in defection negotiations.

xv. Monitor IEC activities such as registrations, polling, counting, figure transmission and announcements,

12.4 National Women Wing

The National Women Wing shall:

i. Coordinate programs and activities aimed at the mobilisation of women membership, support and participation.

ii. Assist the National Executive Committee in the formulation and implementation of policies and operations relating to women mobilisation.

iii. Establish the structural framework of the Women Wing.

iv. Establish National, Regional, Constituency and Ward Women Wing committees.

v. Coordinate women participation in all activities of the Party and facilitate the creation of channels for networking as well as opportunities for women empowerment and development.

12.5 National Youth Wing

The National Youth Wing shall:

i. Coordinate programs and activities geared towards enhancing the participation of youth in politics and national issues.

ii. Establish National, Regional, Constituency and Ward Youth Wing Committees.

iii. Facilitate the creation of communication channels for networking as well as for enhancing the mobilisation of youth development activities.

12.6 National Council of Elders

The National Council of Elders shall:

i. Be established to harness advisory support and guidance for the Party.

ii. Be composed of elderly persons who provide distinguished support services to the Party.

iii. Shall be open for membership to all elderly persons who wish to support the Party.

iv. Shall establish National, Regional, Constituency and Ward Committees of Council of Elders so as to coordinate operations nationwide.

v. Shall attend National and Regional Congresses as well as National Executive meetings.

vi. Shall be eligible to vote in elections during National Congress.

12.7 Regional Executive Committees

The Regional Executive Committees shall:

i. Be elected by Constituency Executive members in that given Region supervised by the National Executive Committee.

ii. Oversee the operations of both the Constituency and Ward Executive Committees.

iii. Establish regional secretariats/offices as well as allocate regional administrative staff in consultation with the National Executive Committee.

iv. Support the Constituency Executive Committees in the nomination of National Assembly candidates and the Ward Executive Committees in the nomination of candidates for Local Council elections as well as making recommendations to the National Executive Committee.

v. Prepare the calendar of activities of the Party and finance reports for the regions in consultation with the Constituency and Wards Executive Committees for presentation to the National Executive Committee.

vi. Team up with the Constituency and Ward Executive Committees for the development and implementation of electoral campaign programs in consultation with the National Executive Committee.

12.8 Constituency Executive Committees

The Constituency Executive Committees shall:

i. Oversee the management and administrative operations of the Party at constituency levels.

ii. Coordinate the operations of the Party within the constituency.

iii. Support the Regional Executive Committee in its dispensations.

iv. Support the Ward Executive Committees in the nomination of candidates for local area council elections.

v. Supervise the nomination of the National Assembly candidates in partnership with the Ward Executive Committees.

vi. Prepare the constituency and ward levels calendar of activities and finance reports in consultation with the Ward Executive Committees.

vii. Team up with Regional Executive Committees and the Ward Executive Committees in developing and implementing electoral campaign programs at Regional, Constituency and Ward levels.

12.9 Ward Committees

The Ward Committees shall:

i. Oversee the management and administrative operations of the Party at ward level.

ii. Coordinating party operations at towns, villages and other cluster levels.

iii. Participate in the selection of candidates for local area council elections in collaboration with the Constituency Executive Committees.

iv. Team up with both the Regional Executive Committees and the Constituency Executive Committees for the mobilisation of membership and supporters for the Party especially during campaign periods.

v. Identify one (1) individual from each village as GDC representative. vi. Identify at least 2 individuals for each polling station in the ward.

12.10 Village/Polling Units

Each Village or Polling Unit shall:

i. Have focal persons/polling agents drawn from the ward, or constituency as the case may be.

ii. Be the representatives of the Party at the grassroots level.

iii. Serve as polling agents for the Party.

iv. Mobilise Party supporters to come out and vote on polling days.

12.11 Committee of Gambians in the Diaspora/International Chapters

The Committee of Gambians in the Diaspora/International Chapters shall:

i. Support the establishment of membership branches worldwide which shall conform to the organisational structure of the party.

ii. Represent and advocate for the Party internationally.

iii. Be represented and participate in National Congresses so as to familiarise themselves with the organisational framework and other aspects of the Party.

iv. Organise exchange tours which shall be aimed at consolidating Party efforts as well as enhance sharing of information.
