ARTICLE 13: ROLES AND FUNCTIONS OF PARTY OFFICIALS

13.1 Party Leader and Chairperson

The Party Leader and Chairperson shall:

i. Be the head of the Party and its Flag Bearer.

ii. Provide good and effective leadership to the Party.

iii. Uphold the Constitution and defend the name, policies and programmes of the Party.

iv. Be a signatory to the accounts of the Party.

v. Be the President of the Republic when the Party is in government.

vi. Be the convener of the meetings of the National Congress, National Executive Board and National Executive Committee. He or she is free to delegate this responsibility.

vii. Preside over meetings of the National Congress, National Executive Board and National Executive Committee meetings. He or she is free to delegate this responsibility.

viii. Be the custodian of the decisions taken by the National Conference and ensure that all organs of the GDC implement these decisions and operate within the parameters of the policies set out by the National Congress.

ix. Be the final approving authority for all candidates selected under the Party ticket.

13.2 Deputy Chairpersons

There shall be two (2) Deputy Chairpersons ranked First and Second Chairperson respectively. The 1st Deputy Chairperson, being the most senior, shall deputise for the Party Leader in his/her absence, and the second in the absence of the first. Their functions shall include the following:

i. Assist the Party Leader in the executions of his/her functions.

ii. Perform such functions as may be assigned to them, from time to time by the National Executive Board, National Executive Committee or Party Leader.

iii. Deputise for the Party Leader in his/her absence.

13.3 Senior Adviser to the Party Leader

There shall be a Senior Adviser to the Party Leader and Chairperson whose roles and functions shall include the following:

I. Advise the Party Leader on all affairs of the Party.

ii. Advise the Party on all issues of national interest.

iii. Carry any other function as assigned by the Party Leader.

13.4 General Secretary

The General Secretary shall:

i. Supervise the day-to-day activities at the Party National Secretariat/

ii. Coordinating the activities and operations of the Party and of all employees of the Party at Constituency, Regional, Overseas and National Levels under the general direction of the Party Leader and Chairperson.

iii. Be responsible for all correspondents of the Party and issue notices of meetings of the National Congress, National Executive Board and National Executive Committee of the Party.

iv. Keep all records and books of proceedings of the National Congress, National Executive Board and National Executive Committee of the Party.

v. Render written annual reports of the activities of the Party to the National Executive Board and National Executive Committee.

vi. Convey the decisions and instructions of National Congress, National Executive Board and National Executive Committee to the Regional and other organs of the Party.

vii. Carry out any other duty as may be assigned to him or her from time to time by the National Congress, National Executive Board and National Executive Committee of the Party.

viii. Be a co-signatory to the Party’s Account(s).

ix. Serve as the Secretary of all statutory meetings of the Party.

13.5 Deputy General Secretary

The Deputy Secretary shall:

i. Act on behalf of the General Secretary in his absence.

ii. Assist the General Secretary in the discharge of his duties.

iii. Perform such functions as may be assigned to him or her from time to time by the General Secretary, the National Executive Board or National Executive Committee.

13.6 National Treasurer

The National Treasurer shall:

Be responsible for the safe custody and accounting of Party funds and shall see to their proper disbursement in accordance with applicable laws.

ii. Ensure prudent management of Party funds.

iii. Prepare and submit annual statement of account to the National Executive Board/Committee.

iv. Be a signatory to the accounts of the Party.

v. Receive and bank all monies on behalf of the Party.

vi. Keep such books of account as may be necessary.

vii. Submit to the National Executive Board/Committee annual reports showing the income and expenditure account and balance sheet of the Party.

viii. Be responsible, with the National Finance Committee, for working out and executing plans for fund raising.

ix. The National Treasurer shall, prior to the beginning of each financial year, prepare budgetary estimates for the Party’s operations for approval by the Finance Committee, which shall submit them to the National Executive Board/Committee for decision.

x. The National Treasurer shall, not less than one (1) month prior to the holding of the National Congress, submit to the National Executive Board/Committee a report on the state of the Party’s finances. Upon approval by the National Executive Board/Committee, the National Treasurer shall present the report to the National Congress.

xi. Make such payments as he/her may be authorised on behalf of the Party.

xii. Keep proper books of accounts and records of all Party properties, at all levels of the Party organisation and ensure that written reports are submitted annually to the National Executive Committee.

13.7 Deputy National Treasurer

The Deputy National Treasurer shall:

i. Assist and deputies for the National Treasurer in his absence.

ii. Perform such functions as may be assigned to him or her from time to time by the National Treasurer, National Executive Board/ Committee.

13.8 National Financial Secretary

The National Financial Secretary shall:

I. Collect all monies due to the Party and pay such monies to the National Treasurer not later than 24 hours after the collection.

ii. Prepare and submit proposals for raising Party funds for the consideration of the National Executive Board/Committee.

iii. Ensure that proper account and records are kept and cause such books to be produced for inspection as may be required.

iv. Shall be co-signatory to the accounts of the Party.

13.9 Deputy National Financial Secretary

The deputy National Financial Secretary shall:

i. Assist and deputise for the National Financial Secretary in his absence.

ii. Perform such functions as may be assigned to him from time to time by the National Financial Secretary and or National Chairman and National Working Committee.

13.10 National Propaganda Secretary

The National Propaganda Secretary shall be:

i. Responsible for all propaganda activities of the Party.

ii. Responsible for dissemination of Party’s information, promotional services and activities all of which must be consistent with the Party’s Constitution, manifesto and policies.

iii. Perform such functions as may be assigned to him from time to time by the National Executive Board/Committee.

13.11 Deputy National Propaganda Secretary

The Deputy National Propaganda Secretary shall:

i. Assist and deputise for the National Propaganda Secretary in his absence.

ii. Shall perform such functions as may be assigned to him from time to time by the National Propaganda Secretary and/or National Executive Board/Committee.

13.12 National Logistic/Welfare Secretary

The National Logistic/Welfare Secretary shall:

I. Be responsible for all logistical and welfare issues of the Party.

ii. Promote the welfare of the members of the Party generally.

iii. Perform such functions as may be assigned to him or her from time to time by the National Executive Board/Committee.

13.13 Deputy National Logistics/Welfare Secretary

The Deputy National Welfare Secretary shall:

i. Assist and deputise for the National Logistics/Welfare Secretary in his or her absence.

ii. Perform such functions as may be assigned to him or her from time to time by the National Logistic/Welfare Secretary and National Executive Committee.

13.14 National Mobiliser

The National Mobiliser shall be the chief field operator of the Party especially for the purpose of recruiting membership, mobilising support for the Party and ensuring high voter turn-out at all elections in which the Party is involved. He or she shall:

i. Initiate programmes for the mobilisation of Party members, devise appropriate strategies for elections and co-ordinate all field activities for the Party.

ii. Mobilise people to obtain voter’s cards.

iii. Be responsible for organising defection drives, establishing contacts at all levels of the Party.

iv. Make periodic reports on the state of mobilisation of the Party to the National Executive Board/Committee.

v. Perform such functions as may be assigned to him or her from time to time by the National Executive Board/Committee.

vi. Once every quarter, the National Mobiliser shall submit a comprehensive report of his activities regarding the state of the Party’s organisation to General Secretary.

13.15 Deputy National Mobiliser

The Deputy National Mobilising Secretary shall:

i. Assist and deputise for the National Mobiliser in his absence.

ii. Perform such functions as may be assigned to him from time to time by the National Mobilising Secretary or National Executive Board/Committee.

13.16 National Auditor

The National Auditor shall:

i. Audit the books of account of the Party annually and report accordingly to the National Executive Committee which shall in turn transmit same to the National Executive Board.

ii. In conjunction with the External Auditors, present the audited accounts of the Party to the National Congress.

iii. From time to time examine the books of accounts of the Party.

13.17 Deputy National Auditor

The Deputy National Auditor shall:

i. Assist and deputise for the National Auditor in his or her absence.

ii. Perform such functions as may be assigned to him or her from time to time by the National Auditor and or National Executive Board/Committee.

13.18 National Legal Adviser

The National Legal Adviser shall:

i. Advise the Party on all legal matters.

ii. Arrange for all litigation and legal defence on behalf of the Party, including its organs, officials and assets in so far as the subject of litigation pertains to the Party’s interest.

iii. Give legal opinion on all laws, regulations and documents of the Party in case of ambiguities.

iv. Be a person who is qualified to practice law under the Legal Practitioners Act.

13.19 Deputy National Legal Adviser

The Deputy National Legal Adviser shall:

i. Assist and deputise for the National Legal Adviser in his or her absence.

ii. Be qualified to practice Law under the Legal Practitioners Act.

iii. Perform such functions as may be assigned to him or her from time to time by the National Legal Adviser or National Executive Board/Committee.

13.20 National Women Mobiliser

The National Women Mobiliser shall:

i. Be responsible for the mobilisation of women and organising the Women Wing of the Party.

ii. Initiate and implement strategic programmes that will endear the party to Gambian women in collaboration with the Regional Women Mobilisers.

iii. Perform such functions as may be assigned to her from time to time to by the National Executive Board/Committee.

13.21 Deputy National Women Mobiliser

The Deputy National Women Mobiliser shall:

i. Assist and deputise for the National Women Mobiliser in her absence.

ii. Perform such functions as may be assigned to her from time to time by the National Women Mobiliser or National Executive Board/Committee.

13.22 National Youth Mobiliser

The National Youth Mobiliser shall:

i. Be responsible for the mobilisation of youths for their participation in the Party’s activities.

ii. Be responsible for organising the National Youth Wing.

iii. Initiate and implement strategic programmes that would endear the party to Gambian Youths in collaboration with the Regional, Constituency and Ward Youth Wings.

iv. Perform such functions as may be assigned to him/her from time to time by the National Executive Board/Committee.

13.23 Deputy National Youth Mobiliser

The Deputy National Youth Mobiliser shall:

i. Assist and deputise for the National Youth Mobiliser in his absence.

ii. Perform such functions as may be assigned to him or her from time to time by the National Youth Mobiliser or National Executive Board/Committee.

13.24 National Desk Officers

There shall be Party Desk Officers in all Regions/Administrative Areas of the country serving as special representatives for the Party Leader and National Executive Board/Committee. Their roles and functions are broad based and cross-cutting including representation, advisory, liaison, advocating, etc.

13.25 Deferentially Able Secretary and Deputy:

The Deferentially Able Secretary and Deputy shall:

i. Serve as a link between the Party and people who are deferentially able.

ii. Advise the National Executive Board/Committee on the policies, programmes and the special
needs of deferentially able persons.

iii. Carry out any other duty as may be assigned to him by the Party’s Executive Committee.

13.26 Other Elected National Officers

i. There shall be other elected National Officers of the Party who shall perform such functions as may be assigned to them from time to time by the National Executive Board and/or Committee.

ii. All officers at the various levels of the party are accountable to the National Executive Board and/or Committee.

iii. Subject to the expressed provision(s) of this Constitution, all other officers at the Regional, Constituency, Ward and Village levels shall have the same powers and functions at their respective levels as those at the National level.
