ARTICLE 17: ROLES, RESPONSIBILITIES AND COMPOSITION OF COMMITTEES

The roles, responsibilities and composition of Party Committees shall be as follows:

17.1 Foreign Affairs Committee

The Foreign Affairs Committee shall be composed of a Director, Assistant Director, Secretary and any other members as shall be decided upon by the National Executive Board/Committee.

The Committee Shall:

i. Be responsible for the external affairs of the party.

ii. Collaborate with the GDC Committee of Gambians in the Diaspora and International
Chapters to facilitate the international relations of the Party.

17.2 Communication, Information and Technology Committee

There shall be established a National Communication, Information and Technology Committee composed of a Director, Assistant Director and Secretary who shall all be appointed by the National Executive Board/Committee. The Director shall be responsible to the National Executive Board/Committee. The Committee shall include the following as ex-officio members:

i. Press Secretary

ii. Public Relations Officer

iii. Propaganda Secretary

iv. National Campaign Manager

v. National Mobiliser

The Committee Shall:

i. Co-ordinate the communication strategies of the Party at all levels and develop communication .programmes for Party activities in conjunction with the National Executive Board/Committee.

ii. Promote a good relationship between the Party and the media.

iii. Be responsible for publicity, education, information dissemination, opinion research and advertising.

iv. Be the mouthpiece of the party for any public deliberations, press releases and dissemination of information.

v. Have Information, Education and Communication Focal Persons through the PROs within the Regional, Constituency and Ward Executive Committees who shall facilitate the dissemination of messages as well as press resources.

vi. Link the National, Regional and Constituency Committees as well as the Committee of Gambians in the Diaspora and their International Chapters for sharing and dissemination of information as well as material resources.

17.3 Advisory Committee

The advisory Committee shall be composed of experts from diverse backgrounds including party politics, governance, state-building, national security, society, culture, economy and the environment. The Committee shall advice the Party on all affairs of party politics and governance. A Director, Deputy Director and Secretary shall be appointed by the National Executive Board or Committee to coordinate and assist the Advisory Committee in the fulfilment of their roles and functions.

17.4 Research, Strategy and Policy Committee

The Research, Strategy and Policy Committee shall comprise of a minimum of six (6) members including a Director and comprised of an Assistant Director, Secretary who shall all be selected by the National Executive Board/Committee.
The functions of the Committee shall include the following:

i. Conduct research and analysis on the political dynamics of the country and make appropriate recommendations to the National Executive Board/Committee.

ii. Maintain a constant monitoring of the party documents and make recommendations to their review/update if deemed necessary.

iii. Come up with campaign policies and strategies. iv. Be accessible to all the organs of the Party.

v. Carry out any other duties assigned to them by the National Executive Board/Committee.

vi. Disseminate their minutes/reports to the National Executive Board/Committee.

17.5 Disciplinary Committee

The Disciplinary Committee shall be compose of at least five (5) members including a Director, Deputy and Secretary. Two of the members shall come from the National Executive Board and the rest from the National Executive Committee. The exact number shall be decided upon by the National Executive Board/Committee.

The Committee shall have the following roles and functions:

i. Address unethical conduct in accordance with the provisions of the Disciplinary Procedure as contained in the Party’s Code of Conduct and Standing Orders.

ii. Mediate and resolve disputes/conflicts that may arise amongst Party members and militants.

iii. Present their findings/reports to the National Executive Committee.

iv. In case of crimes and offences committed by the members of the Party, the Disciplinary Committee shall recommend for such matters to be settled by the competent legal authority through the National Executive Committee.

17.6 Finance Committee

The Finance Committee shall be headed by a Director and be composed of a Deputy, Secretary and a minimum of five (5) members, including the National Treasurer.

The Finance Committee Shall:

i. Be part of the signatories to the Party’s financial account(s).

ii. Operate and monitor the financial activities of the Party.

iii. Collaborate with the auditors to review the financial statements of the Party, make reports and present them to the National Executive Committee.

17.7 Screening Committee

The Screening Committee shall be an ad-hoc committee that is composed of at least six (6) members including a Director, Deputy, and Secretary. Members of this Committee shall not be eligible to contest for any political/elective positions in the same election for which they are serving as members.

The Committee Shall:

i. Be responsible for the screening of all aspiring presidential, parliamentary, mayoral and local government election candidates prior to their final endorsement by the appropriate organs.

ii. Recommend for the rejection of the candidature of any aspirant who is found to be wanting. It shall submit such findings in writing to the National Executive Board.

iii. An aspirant who is dissatisfied with the findings of the Screening Committee may appeal against it to the National Executive Committee within seventy-two (72) hours of receipt of notice of the finding by filing an appeal in writing to the General Secretary.

17.8 Electoral Committee

An election Committee comprising of at least three (3) persons shall be established by the National Executive Committee. They shall be reinforced and assisted by selected representatives of the Regional, Constituency or Ward committees as and when necessary.

The Committee Shall:

i. Coordinate and Conduct elections at the National Congress and other elections of party officials at the national level.

ii. Coordinate and process the selection of parliamentary and local government election candidates for nomination.

iii. Make provisions for nomination forms and materials necessary for chosen candidates to fill and submit for nomination.

iv. Identify and select the number of people needed for polling agents to represent the party during elections.

v. Prepare and train polling agents of the way and manner in which election processes are conducted. vi. Create machinery for the counting and effective supervision of ballot boxes.

17.9 Constitutional Review Committee.

A Constitutional Review Committee comprising of at least three (3) persons shall be selected by the National Executive Board/Committee as and when necessary to review this Constitution and other documents of the Party.

17.10 Arts and Culture Committee

There shall be an Arts and Culture Committee composed of a Director, Assistant Director and Secretary who shall all be appointed by the National Executive Board/Committee. The Committee shall be responsible for advising the National Executive Board/Committee on all affairs of Arts and Culture locally, regionally and internationally.

17.11 Campaign Committee

The Campaign Committee shall be responsible for the formulation, design and implementation of campaign strategies, plans and policies. The committee shall be headed by the National Campaign Manager and be composed of at least six (6) members.

17.12 Tourism and Environment Committee

The Tourism and Environment Committee shall be a standing committee composed of at least five (5) members including a Director, Assistant Director and a Secretary. The committee shall serve as the adviser and representative of the Party on all issues of tourism and the environment.

17.13 Trade Committee

The promotion of international, regional and local trade and expertise is an important objective of the GDC. In this regard, a Trade Committee shall be established to serve as the medium through which to achieve this goal. The Committee shall be composed of a Director, Assistant Director and Secretary.

17.14 Agricultural Committee

The importance of agriculture for the survival of the population and the socio-economic development of the country cannot be over-emphasised. An Agricultural Committee shall be established to take the lead in the formulation of strategies, policy and plans for the Party. The Committee shall be composed of a Director, Assistant Director and Secretary and other members as agreed upon by the National Executive Board/Committee.

17.15 Deferentially Able People Committee

As an all-inclusive political party that aims to harness the full potentials of all citizens, the GDC shall establish a special committee for people who are deferentially able. The Committee shall be composed of a leader, an assistant and a secretary. This committee shall be responsible for mobilising for membership and representing the interest of people who are deferentially able.
